Justice department to beef up security amid threats

MANILA — The Department of Justice (DOJ) will beef up its security after its head, Secretary Leila de Lima, said she received “credible and reliable” threats.
“I’d rather be safe than sorry,” de Lima said Monday while announcing that agents of the department’s Intelligence and Service Operations Group and detailed members of the Presidential Security Group will be assigned to the department’s strategic points.
Although she denied she received death threats, de Lima said these “security threats” were the result of her moves to handle high profile cases.
“There was an advice that meron daw nagmamanman sa akin dyan sa paligid, sa labas and even within, but I asked our security group to validate that and that’s why ‘yun ang action nila, to beef up security,” she said.
She also confirmed that the threats were reportedly connected with the department’s filing of charges against retired Army Major General Jovito Palparan.
Palparan, dubbed the “butcher” by militant groups, had been charged by the DOJ for kidnapping and serious illegal detention in connection with the enforced disappearance of University of the Philippines student-activists Karen Empeno and Sherlyn Cadapan in 2006.
Even though the former military officer is now in hiding after a Malolos, Bulacan court issued a warrant of arrest against him, de Lima confirmed Monday that Palparan is still in the Philippines.
Authorities failed to nab Palparan at his house in Lakeview, Bagong Ilog in Pasig City on December 30 despite a government offer of P500,000 for any information leading to his arrest.
But de Lima was quick to withhold details of his location so as not to jeopardize the ongoing manhunt operations launched against him by the National Bureau of Investigation (NBI) and the Philippine National Police (PNP).
“They (NBI and PNP) have no vacation. They are continuously searching but as of the moment, we have agreed that we cannot be disclosing the details of what they are doing unless there are significant breakthroughs,” she said.
Also charged with two counts of kidnapping and serious illegal detention are Army Master Sergeant Rizal Hilario, Lieutenant Colonel Felipe Anotado and Staff Sergeant Edgardo Osorio.
Hilario is still at large, while Anotado and Osorio surrendered to authorities last December 20 after a warrant of arrest was issued against them.
Anotado and Osorio are now detained at the Philippine Army headquarters in Fort Bonifacio, Taguig City, after they were able to convince Judge Teodora Gonzales that there were threats to their security. (JVC/Virgil Lopez/Sunnex
