Lack of escorts delay forensics in Maguindanao massacre

FORENSIC investigators were not able to arrive immediately at the site of the Maguindanao massacre when it took place on November 23, 2009 because they lacked security escorts. As a result, evidence gathered on-site was no longer fresh and became contaminated.
This was the testimony of a police official who was among those summoned to collect and identify evidence pertaining to the massacre that killed 58 people, including 32 media workers, allegedly upon the orders of the powerful Ampatuan clan.
Police Superintendent Egmidio Garcia said his companions and him arrived a day after the massacre because “nothing arrived” after they requested back-up.
“We requested for back-up but nothing arrived,” Garcia said on Wednesday when he took the witness stand before the sala of Quezon City Regional Trial Court (RTC) Branch 221 Judge Jocelyn Solis-Reyes, which is hearing the case.
Garcia, the former head of the police Crime Laboratory Office of the Autonomous Region in Muslim Mindanao (Armm), said he was informed by Senior Superintendent Alex Meneses that no troops could be spared because all of them had been deployed.
Meneses is the head of the Regional Police Community Relations Office.
It was only a day later (November 24) that Meneses, along with six policemen, arrived to escort the Scene of the Crime Operatives (Soco) to the massacre site.
Even after they were provided with security escorts, the Soco was unable to proceed to the site immediately because Meneses had to go to the headquarters of the Maguindanao police office to attend a briefing that did not take place.
Meneses then went to meet Andal Ampatuan Sr. and his son and prime suspect, Andal Ampatuan Jr., in Shariff Aguak, the capital town of the province.
He also told the court he saw Meneses talking to both Andal Sr. and Andal Jr.
He added that when they arrived at the massacre site later in the day, they saw Soco personnel from Soccsksargen already cordoning the area though he explained they had jurisdiction over the area.
But he said his team was able to take the victims’ fingerprints.
In the same testimony, Garcia also said that Cotabato Police Chief Senior Superintendent Willie Danggane was directing an “untrained civilian” to use the backhoe to dig up bodies of the victims which were hastily buried by their killers.
Danggane also has no jurisdiction over the crime site, he said.
Garcia’s testimonies were questioned by the Ampatuan’s lead counsel, Sigfrid Fortun, who added that the policemen also failed to keep civilians out of the cordoned off area.
Fortun also defended his client’s meeting with the police officers, including Meneses, adding there is nothing wrong with it since it happened in a café, a public place. (AH/Sunnex)
