Laus expresses grief over former CDC chair’s passing

CITY OF SAN FERNANDO – Pampanga Chamber of Commerce and Industry Chairman Emeritus Levy P. Laus was saddened by the death of former Clark Development Corp. chairman Rizalino “Roy” Navarro who succumbed to a heart attack last Thursday on his way to work.
“We are deeply saddened by the untimely death of a respected co-worker, mentor, leader and kabalen who has done much for the welfare of Pampanga and the country in his various capacities as business leader and government executive over a span of many decades,” Laus, chairman and chief executive officer of the Laus Group of Companies, said in a statement.
Laus, who served as CDC president and chief executive officer from 2006 to 2008 under Navarro, said his death was a big loss to the country, the business community and Pampanga.
“I have known him as a person of strong moral character, highest degree of professionalism, unassailable honesty and deep commitment,” Laus said.
Laus credited Navarro for his effort and contribution to conversion of Clark from a special economic zone into a freeport zone.
“That is part of his and our collective legacy as team in Clark under his watch,” Laus who, along with Navarro and other Clark officials, lobbied the Senate for the conversion, said.
Laus noted that under Navarro’s watch, the state-owned CDC was able to generate investments and employments at record-levels that helped spur growth and development in Pampanga and other Central Luzon provinces.
“His time in Clark was probably one of the most productive in stages of growth the Freeport had evolved into, both in quality and amount of investments and jobs created,” he said.
Laus said he is very grateful to Navarro’s guidance and generosity under whose chairmanship the CDC board gave Laus the Outstanding Achievement Award when he left the state firm in 2008.
“I owe him big for making that award possible for me to deserve it,” Laus said.
Navarro, who was Cabinet member of former President Ramos as secretary of the Department of Trade and Industry, relinquished the CDC chair recently following the appointment of new members to the board by President Benigno C. Aquino III.
