Law against hackers to protect gov’t e-services

THE passage of a law against cybercrimes can shield fledgling efforts at electronic governance by keeping government websites and services safe from hacking, the author of the Cybercrime Prevention bill said Monday.
“The government makes itself more responsive when it capitalizes on the opportunities provided by cyberspace. But if the Web site of one of our top officials can be defaced twice in the span of a few months, more steps definitely need to be taken to beef up the security of our
cyber systems,” Senator Edgardo Angara said in a press statement.
Angara was referring to the website of the Office of the Vice President, which was reportedly hacked in July. “White hat” hacker group Philker previously broke into the website in June.
The group promised more attacks to expose weaknesses in Philippine websites. White hat, or ethical, hackers attack websites to highlight vulnerabilities in a system.
They distance themselves from “black hat,” or unethical, hackers who hack websites with malice.
“We are not trying to damage you. We only want to help protect our country’s cyberspace by doing what seems to be the most efficient way to get everyone’s attention. May this (defacement) serve as a reminder that you always have to look out for intruders,” the group said.
Earlier this month, the website of the National Disaster Risk Reduction and Management Council was also hacked, the second time this year. The websites of the Department of Health, Department of Labor and Employment, and the Land Transportation Office have also been hacked in recent years.
Angara said hacking could pose a threat to the implementation of a Presidential order for government agencies to use the Philippine Government Electronic Procurement System (PhilGEPS) when buying office supplies. Using the centralized electronic procurement system is expected to save the government around P6 billion, according to Executive Secretary Paquito Ochoa Jr.
The senator said PhilGEPS could bring better governance but “comes with its share of security issues.”
Under the proposed Cybercrime Prevention bill, hacking and other forms of “illegal access” to computers, computer networks, and databases carries a penalty of imprisonment from 6 to 12 years and a fine of at least P200,000.
The bill will create a Cybercrime Investigation and Coordinating Center under the Office of the President to handle cybercrime. It will be tasked with setting policies to prevent hacking and other cybercrimes, as well as to coordinate with local and international law enforcement agencies to prevent cybercrime.
The bill has already passed the committee level, with the committee report consolidating related bills filed by Senators Juan Ponce Enrile, Jingoy Estrada, Miriam Defensor-Santiago, Manuel Lapid, Ferdinand Marcos Jr., Ramon Revilla Jr., Antonio Trillanes IV, and Manuel Villar Jr.
