CITY OF SAN FERNANDO — Provincial Board Member Ricardo Yabut is eyeing the imposition of a stricter requirement before local chief executives will get their respective P4-million share previously agreed in the newly crafted Pampanga Development Plan (PDP).

Yabut said that members of the Provincial Board are set to sign the memorandum of agreement (MOA) with the various local government units on Monday involving the disposition of the P4-million shares.

He said he has nothing against municipal mayors implementing projects. In fact, he said, he has been very supportive of them since he started his political career.

However, he claimed that the interest of the people and the Provincial Government is of utmost consideration in advocating transparency in terms of specific projects identified by local chief executives through program of works.

“Ang gusto natin ay matiyak na ang pondong ibibigay ng kapitolyo sa bawat munisipyo ay mapupunta talaga sa mga proyektong kailangan ng ating mga kababayan,” he said.

Yabut said he will not sign the MOA unless a provision requiring the submission of program of works to the Provincial Engineering Office, a prerequisite for the release of the funds, is met.

Yabut, chairman of the committee on public works is also proposing a progressive release of the P4-million depending on the work accomplished.
