Limit use of Christmas lights: council

TO AVOID contributing to a power shortage, the Cebu City Government wants the city’s residents to limit to four hours each day the use of their Christmas lights.
The Cebu City Council recently approved the resolution filed by Councilor Noel Wenceslao, asking the Department of Energy (DOE) and the Cebu Chamber of Commerce and Industry (CCCI) to encourage business establishments, offices and households to switch on their Christmas lights only from 6 to 10 p.m.
“With the aim to make one’s residents and establishments more attractive, flooding of Christmas lights can be seen, which may add to the problem of random power shortage,” Wenceslao said.
Wenceslao, who chairs the council’s committee on urban planning and development, also asked the public to use Christmas lights that are energy-efficient or energy-saving.
Light-emitting diode or LED Christmas lights are said to be more efficient since they don’t require the color filters used in traditional lights.
These also emit less heat, posing a reduced risk of fire when used on trees or combined with other decorations.
In a related development, the council also said it wants utility companies to explain the presence of dangling wires when there is an ordinance regulating the installation of utility wires.
Dangling utility wires are not just eyesores but also pose a danger to the public.
The council wants representatives of utility companies like the Philippine Long Distance Telephone Co. (PLDT), Sky Cable, Visayan Electric Company Inc. (Veco) and others, to appear before the council to report on their utility lines.
They were invited to the session on Jan. 21, 2011.
Councilor Alvin Arcilla drafted the resolution directing all utility firms and companies to appear before the council to explain, among others, the presence of leaning posts, spaghetti wires, dangling severed wires or cables.
The resolution was approved during the last regular council session, where the body also asked utility companies to make a report of their short and long-term solutions to the problem.
“Even a brief tour of the city would easily reveal leaning posts, spaghetti wires and even dangling severed wires and cables, not only posing eyesores but potent safety hazards, which, if not acted upon with dispatch, might cause injuries or even claim lives,” the resolution read.
The council invoked the general welfare clause of the Local Government Code that empowers officials to promote their constituents’ health and safety.
The City, by virtue of an ordinance, has created the Technical Infrastructure Committee and the advisory body Utility Lines Installation and Coordination Committee to regulate the installation of utility lines as well as monitor the maintenance and use of the lines.
