New round of subsidies may be up for discussion

MANILA — The government may discuss another round of fuel subsidies for jeepney and tricycle drivers, especially after oil prices rose for the fourth time in August, a Malacañang spokesperson said.
Deputy presidential spokesperson Abigail Valte said the matter may be taken up in a meeting scheduled next week between President Benigno Aquino III and the transport groups.

The Department of Energy (DOE) will be the lead coordinator for the details of the meeting, which will be held before the President leaves for the United States and Japan during the last two weeks of September.

The meeting will try to formulate ways to “cushion the impact” of the continued rise of oil prices, Valte said.
“We observe that the oil prices continue to rise and we want to see what we can do to cushion its impact,” said Valte, adding it was the President’s initiative to hold a meeting with the transport sector.
Some of the issues that might be taken up are a proposal of the transport groups to impose a provisional fare increase and the possible second tranche of the Pantawid Pasada program or the assistance program for public transport.
“As of the moment, we have no advice if there will be second tranche of Pantawid Pasada. It will depend on the meeting between the President and the transport leaders,” she said.
She added that the Palace has yet to receive a request from the transport groups to continue the assistance program.
Malacañang’s proposal, however, did not sit well with a militant transport group, which repeatedly batted for more aggressive price cut measures such as the scrapping of the Oil Deregulation Law.
“This proposal does not bring excitement to jeepney drivers. Malacañang is just trying to earn brownie points and make publicity stunts over the issue of rising oil prices,” George San Mateo, secretary general of the Pinag-isang Samahan ng mga Tsuper at Opereytor Nationwide (Piston), told Sun.Star.
The Pantawid Pasada Program is an interim measure in cushioning the impact of oil price increases on estimated 220,000 legitimate jeepney franchise owners during summer, when ridership is normally low.
However, the DOE has yet to release an update on the four-month-old program, which may include details on the number of cards that have been received, loaded, or even lost, among others.
Energy Secretary Jose Rene Almendras was unavailable for comment, while Oil Industry Management Bureau head Zenaida Monsada is currently on official business abroad, a DOE employee told Sun.Star.
Transport groups such as Piston has since criticized the department for the delayed release and loading of the cards.
“This is just a diversionary tactic especially that preparations are underway to hold unified transport strike soon against oil overpricing, oil deregulation law, and the 12 percent value added tax on fuel products,” San Mateo said.
Of the P450 million allotted for the fuel assistance program for the transport sector, P330 million was earmarked for bailing out jeepney drivers.
The Palace earlier assured that the DOE is continuously monitoring the fuel prices to make sure that the adjustments are justified.
In its weekly advisory, the department said that as of September 6, most of the oil companies implemented a price increase of P0.90 per liter on both premium and regular gasoline, and P0.70 per liter on diesel and kerosene.
So far, prices rose by P7.45 per liter for gasoline and P5.10 for diesel since January.
Since the continuous fuel price hikes are expected to shore up prices of basic commodities, Valte also made an assurance that the Department of Trade and Industry (DTI) is doing constant monitoring on these products.
“Normally, DTI has computation when there is an increase in fuel prices depending on the corresponding impact on the prices of basic commodities,” she said. (Jill Beltran/Virgil Lopez/Sunnex)
