New witnesses to implicate ‘big names’ in poll fraud

AT LEAST three new witnesses will implicate “big names” involved in massive election fraud in the 2004 and 2007 polls, Justice Secretary Leila de Lima said on Thursday.
Although she refused to name the new witnesses owing to security reasons, de Lima said that she herself examined the witnesses and found their testimonies credible and “potentially explosive”.
“I have personally vetted them. They have implicated big names. These people have actual participation (in the cheating operations),” she said during a press briefing.
The witnesses’ statements are now being collated as part of a preliminary investigation of a joint Commission on Elections and Department of Justice probe into poll fraud.
One woman witness said a ranking official was involved in alleged cheating during the 2007 polls. Two other witnesses, meanwhile, have information about the involvement of high-ranking officials in both 2004 and 2007 elections.
“One of them submitted her affidavit to me and she immediately applied for witness protection. This is why we can’t reveal yet details about them so as not to jeopardize their security. The two others have also submitted their affidavits, but I’m not at liberty to discuss them. They are also potentially explosive witnesses,” the Justice chief said.
Affidavits of five other election officers are now with the joint committee, she said, adding that a fact-finding team chaired by DOJ Assistant Secretary Zabedin Azis will visit Mindanao to talk to another group of possible witnesses.
De Lima also confirmed that affidavits of detained former Autonomous Region in Muslim Mindanao (Armm) governor Zaldy Ampatuan and former election supervisor Lintang Bedol were received by the joint panel.
In his affidavit last July, Ampatuan said that cheating took place in Maguindanao during the 2007 polls that was perpetrated by the former administration.
Ampatuan said former First Gentleman Jose Miguel Arroyo met his father, clan patriarch and former Maguindanao governor Andal Ampatuan Sr. in January 2007 to plan poll fraud that would favor Senator Juan Miguel Zubiri.
The meeting, which was also attended by former provincial administrator Engr. Norie Unas, supposedly discussed plans to ensure a 12-0 vote against now president Benigno Aquino III, Senator Ping Lacson and Senator Alan Peter Cayetano. During the same meeting, P3 million was supposedly given to Andal Sr.
Later, Bedol emerged from hiding and corroborated Ampatuan’s claim, saying that fraud was committed during the canvassing of votes in the Armm to favor Zubiri.
Bedol also alleged that former President and now Pampanga Representative Gloria Macapagal-Arroyo had benefitted from vote shaving and padding in the 2004 presidential election, which she won over the late actor Fernando Poe Jr.
Bedol already surrendered to serve his sentence of six months imprisonment for contempt after he failed to produce poll documents in the 2007 midterm poll in Maguindanao. (JCV/Sunnex)
