DON’T single us out.
This was what Philippine Airlines said after a migrant workers group called on overseas Filipino workers to boycott the flag carrier during the holiday season.
Migrant Forum in Asia (MFA), an Asia-wide network of migrant organizations, trade unions and advocates, made this call during a press briefing on Wednesday to protest PAL’s layoff of 2,300 workers last October 1.
But PAL vice president for corporate communications Joey de Guzman disagreed, saying the outsourcing plan was done by the airline management in good faith.
“If that’s the case, the MFA should also call for a boycott of all other global airlines not just PAL, since most, if not all of them are engaged in outsourcing. If their hearts truly bleed for those affected by outsourcing, they should not single out PAL,” he told Sun.Star.
According to the ground crew union PAL Employees Association (Palea), however, most major airline companies have maintained their ground handling and related services especially at domestic transportation hubs.
Palea named Malaysia, India, Sri Lanka, Thailand, Australia, New Zealand, South Korea, Bangladesh, Taiwan and Pakistan as countries that are on the same track.
The group said that in Indonesia, ground handling is carried out by a joint venture between Garuda, the old flag carrier, and the airports authority.
In China, ground handling is typically handled by joint ventures between airlines and airport authorities, it added.
In the case of PAL, the airline totally let go of its three departments to allow service providers to take over, the group said.
“The anti-worker actions of PAL management serve only itself and its profit motive – not the migrants, not the workers,” the MFA said in a statement.
PAL should continue flying, President Benigno Aquino III said two weeks ago, to protect the welfare of some 10 million Filipinos working overseas.
But MFA said the basic interest of OFWs and that of retrenched workers are one and the same.
“In the same way that we demand host countries to respect our right to unionize and give us our just wages and job security – we shall never accept that the rights and job security of workers in the Philippines be violated,” MFA spokesperson Rex Varona said.
Last August, Malacañang recognized the PAL management’s prerogative to reorganize its corporate structure for the viability of its operations, to cut costs and to guarantee the airline’s continued survival.
PAL had said that the company’s P15-billion losses in 2008 and 2009 necessitated the restructure program, which includes cutting down on manpower costs.
Affected employees had received their separation benefits in accordance with the ruling of the Department of Labor and Employment (DOLE) last October 15.
