PAL flight attendants back strike action

THE Philippine Airlines’ (PAL) flight crew backed its counterpart ground union against the looming job cuts in the company, but the participation will only be limited to moral support.
In a statement sent to Sun.Star, the Flight Attendants and Stewards Association of the Philippines (Fasap) said it supported the PAL Employees’ Association’s (Palea) move to launch a strike soon.
“Fasap will support the Palea union in its intended strike action to protect the job security of its members. Our members will not cross the strike picket lines. We will stand beside them in their struggle to keep their jobs,” the group said.
It admitted that it was disturbed by the turnout of Palea’s own struggle against the management that was even backed by the Aquino administration.
“We are deeply disheartened with the Palace’s decision allowing PAL to spin-off its ground services, adversely affecting 2,600 PAL employees… They are our brothers and sisters in the PAL family and it hurts us very much to see them being treated like this,” said Fasap.
Last week, Palea said it is ready to hold a work stoppage anytime after the strike ban ends April 1 over PAL management’s refusal to start negotiations for a new collective bargaining agreement (CBA).
Labor Secretary Rosalinda Baldoz, however, averted the strike plan after she assumed jurisdiction of the dispute anew last April 2.
Prior to this, the union conducted a strike vote last March 23, wherein 95 percent of its 3,500 members voted to launch a strike despite warnings from the airline management that it would cripple rescue operations in Japan and the Middle East.
The support of Fasap comes in the wake of an earlier pronouncement by Manila Auxiliary and chairman of the Catholic Bishops Conference of the Philippines (CBCP)’s National Secretariat for Social Action Bishop Broderick Pabillo defending Palea’s right to strike as a means to seek redress of grievance.
Both the 1,600-member Fasap and Pabillo expressed criticism over the decision of the Office of the President last March 25, allowing the mass layoff of 2,600 workers and their transfer as contractual workers in three service providers.
“PAL does not deserve to carry the Philippine Flag if it cannot respect the rights of its regular employees,” Fasap said.
Asked for comment, Palea president Gerry Rivera said Fasap’s backing “will finally force management to heed our demand to maintain regular jobs and start collective bargaining negotiations.”
“We intend to test the law, and defy the assumption and certification order of the Labor Secretary which has been abused to deny workers their means of defense,” he added.
Just like Palea, the flight attendants are also at odds with the PAL management over a new CBA.
The CBA between PAL and Fasap expired in July 2007 with the latter accusing the management of acting on bad faith.
Baldoz entered the scene on October 6, 2010 after negotiations talks bogged down at the National Conciliation and Mediation Board (NCMB).
