Porac exec proposes ID system
February 9, 2011
ANGELES CITY — A municipal official of nearby Porac town has proposed an identification (ID) system that may be implemented all over Pampanga.
Councilor Mike Tapang aired his suggestion during a fellowship meeting with the town’s barangay chairmen at Jun-Jun’s Restaurant along Friendship Highway in this city.
Tapang said the move is in support of Governor Lilia Pineda’s call for a crackdown against carnapping.
With this, Tapang has filed a resolution requesting Porac Mayor Condralito Dela Cruz to issue an executive order adopting a municipal identification reference system.
The measure will also support the Provincial Government’s call to curb criminality in the province and facilitate the delivery of basic services among the people of Porac, said Tapang.
He, however, stressed that the ID system will not be limited only to Porac. The Provincial Government may implement it all over the province should the Provincial Board adopt and approve it.
Tapang also said there is a pressing need to address the growing number of crimes in the province and prevent the proliferation of organized crime syndicates settling in Pampanga.
“The honorable governor (Pineda) has already declared an all-out war against crimes in the province and vowed to clear Pampanga of the unfavorable perception that it has become a haven of organized criminals,” Tapang said.
He even cited the growing clamor to adopt the national ID system earlier proposed by former presidents Fidel Ramos and Gloria Macapagal-Arroyo to clear villages and towns of illegal dwellers and suspicious individuals.
The municipal ID reference system can provide accurate information on every individual residing in a certain barangay and could provide a count on the dwellers in a given village, Tapang said.
This, he added, will help the local government to determine security risk and monitor activities of suspicious persons.
Through the ID system, the municipality can properly identify persons seeking basic social and health services and reduce fraudulent transactions and misrepresentations, Tapang added.
The official also stressed the need for massive information dissemination on the ID system in order to draw the support of the people. (Reynaldo G. Navales)
