Quarry collections level off at P20M

CITY OF SAN FERNANDO — The Pampanga provincial government’s quarry collections for the first two months of this year has registered to an average of P20 million per month.
A report of the Provincial Environment and Natural Resources Office (Penro) on collection of sand and gravel fees showed the province collected P20,280,000 in January and P20,325,000 in February.
Penro chief Art Punzalan, the “leveling off” is the realistic reflection of the quarry collections, which started at P23,505,000 in July last year when Governor Lilia Pineda’s reorganized Kapampangan a Lulugud at Matapat (Kalam).
“Considering that we do not have any more major infrastructure being built in the province like the SCTEx [Subic-Clark-Tarlac Expressway] in the past plus weather conditions, we could say that the collections for the past two months are realistic and have leveled off to the true output of the quarry collections,” Punzalan said.
Punzalan noted that the P20-million monthly average, which dipped to P16,890,000 in December last year, is forecasted to continue until the end of this year.
The Penro data showed that comparatively, the collections during the first months of the Pineda administration has stabilized, after the seemingly erratic, “roller coaster” curves from 2007 to early 2010, where it plunged to a low of P9,255,000 after the May polls.
From 2002 to the first six months of 2007, quarry collections ranged from just P1 million to P4 million per month, totaling P121,183,000, until the previous administration of former Governor Ed Panlilio hit an all-time high of P24,405,000 on July 2007 with the Biyaya a Luluguran at Sisikapan collecting a total of P588,155,000 in three years.
But the new administration’s Kalam came close to hitting the same record at P23,505,000 during the same period in 2010, until the P20 million per month average was reflected in the next months.
After the posting of the February collection, the Pineda administration’s quarry collections is now at P159,990,000 in just eight months.
