Senators ask if P27B irrigation budget can hold water

THE Agriculture department will have to show senators that its plan to give 200,000 hectares of arable land access to irrigation can hold water.
The Senate finance committee noted at a hearing for the department’s 2012 budget on Thursday that close to half — or P27.1 billion of a total P61.7 billion — of its funding will be earmarked for irrigation development. The amount is more than double the P13.498 set aside for irrigation projects this year.
National Irrigation Authority administrator Antonio Nangel said that of 3.1 million hectares of irrigable land, 1.5 million hectares already have access to irrigation. The allocation for next year is meant to irrigate 200,000 hectares more.
But senators expressed doubt that the NIA could successfully do that.
Senator Francis Pangilinan, chairman of the Senate committee on agriculture, said the Senate has to consider the NIA’s capacity to spend the P27.1 billion. The NIA is attached to the Department of Agriculture (DA).
“It may be prudent for the DA to allot, say P5 billion, to help the coconut industry, which according to the Philippine Coconut Authority is in danger as coconut trees in the country are dying,” he said.
He added it may be more prudent for the DA to spend some of the money meant for irrigation projects to promote and develop the planting high-value crops instead.
Senator Franklin Drilon, finance committee chairman, meanwhile, said the NIA could use the money to repair existing irrigation projects to ensure “an honest-to-goodness 1.5 million hectares of irrigated lands.”
He directed the Irrigation authority to submit its year-on-year targets for irrigation projects and to indicate if those projects will be for fields with one crop season or two.
The DA will have to return on September 28 to answer senators’ question on irrigation as well as the DA’s debts. The National Food Authority, for example, still owes P153 billion.
NFA administrator Angelito Banayo said the agency owed P176.7 billion in June 2010.
He said the NFA’s debt jumped during the nine-year term of former President Gloria Macapagal-Arroyo. From 1972 to 2000, he said, the NFA’s accumulated debt was at P12.3 billion.
The country’s agricultural sector grew by 5.48 percent from January to January this year and is valued at P706.4 billion. The proposed budget for the DA is 60 percent higher than its 2011 budget of P38.6 billion.
Pangilinan hailed the higher agriculture budget, saying it “might be the largest increase in history.”
