Status quo in Bataan transportation office assured

CITY OF SAN FERNANDO – Officials of the Land Transportation Office (LTO) assured that due process would be given to Emmanuel Da Jose, chief of the LTO district in Balanga City in Bataan, who was recently accused of committing irregularities.
Assistant Secretary Virgie Torres and LTO director Oliver Macaspac said over the weekend that the situation in LTO Bataan will be “status quo” while the case is being investigated.
Torres and Macaspac vowed not to be pressured without the benefit of a formal investigation on the case of Da Jose, who was recipient of various commendations and awards.
An investigator identified only as “Dennis” from the legal office of LTO in Manila has reportedly been pressuring Da Jose to relinquish his post “to save him (Da Jose) from being indicted guilty.”
Torres and Macaspac went Wednesday afternoon to the LTO office in Balanga City to see for themselves the real situation, following an exposé made by a television show accusing Da Jose of turning LTO into “a family business”.
The television report however failed to mention irregularities involving the LTO coffers.
“Ni isang centavo ay wala tayong ninakaw sa gobyerno; malinis ang ating konsensiya,” Da Jose said.
Da Jose vehemently denied the charges, saying the television anchorman was just misinformed by twisted, manufactured and unfounded reports concocted by an insurance employee who wants to control and dominate the collection of insurance of motor vehicles in Bataan.
Da Jose also sensed the accusations are products of a smear campaign in a bid to have him relieved from his post.
Last month, Representative Abet Garcia (2nd district, Bataan) also asked Macaspac to retain Da Jose as chief of LTO Bataan, citing his laudable accomplishments as well as a commendation from the City Council.
Clones
Earlier, Da Jose reported to Torres and Macaspac his discovery of three illegally registered “cloned” vehicles sometime in 2009, right after assuming the LTO top post in Bataan.
He enumerated the cloned vehicles as: a Mitshubishi wagon (AER-181) whose real owner were spouses Virgilio and Ailyn Apilado of San Fernando City, La Union but was questionably transferred to the LTO office in Balanga last January 16, 2009 to one Josephine Larano of Capitangan, Balanga City; a Toyota Jeep (CLS-238) owned by Enrico Ramos of the City of San Fernando, Pampanga but was also found registered last April 7, 2009 to the Balanga LTO office; an Isuzu Elf Van (XGW-223) owned by Jose Ibasco of Daet, Camarines Norte which was registered again at Balanga LTO office last March 9, 2009.
“I preferred to break my silence and expose these cloned and illegally registered vehicles because of a case wherein LTO chief Torres was charged innocently with the same case when she was an LTO chief in Tarlac a few years ago,” Da Jose said.
Torres’s case, however, had been dismissed by DOJ recently.
“I believe that the demolition job is designed to remove me as head of LTO Balanga district Office. I suspect that it was precipitated by my accidental discovery of these irregular transactions,” Da Jose said in his letter to DOTC secretary Jose De Jesus. (MS)
