Students, faculty ask school prexy to resign

July 9, 2011
STUDENT leaders and faculty representatives of the Mt. Province State Polytechnic College (MPSPC) vowed to continue calling for the resignation of their school president, who was recently reinstated into office.
“We will continue this endeavor until (Nieves) Dacyon will step down,” the students cried.
Dacyon resigned as MPSPC’s president last July 1 following a protest rally held by the students and faculty members against her administration. She was reinstated into office by virtue of a resolution by the school’s board of trustees affirming and confirming her presidency.
The reinstatement came after Dacyon was allegedly forced to resign following the protest rally.
She said in a separate press conference that a prefabricated resignation letter was given to her, and she was forced to sign the document after sensing a threat on her life.
She said she will not step down even in the face of the protests, adding “stepping down is not the answer to this unrest.”
“I am appealing for peaceful dialogs with students and members of the community who are clearly misinformed,” Dacyon said.
But MPSPC faculty club vice president Dan Evert Sokoken said: “There’s gross insensitivity to faculty benefits, unfair personnel selection and flawed work assignments, gross partiality or favoritism, harassment of personnel, utter lack of transparency, unfair procurement and inequitable distribution of supplies and office equipment and the highly designation of Dr. Nena Perez as VP (vice president) for Academic Affairs.”
Perez has since resigned from her post, said Dacyon.
Blaine Jenner Bilalat, head of the student grievance committee, for her part, said student protests started as early as last semester.
“Despite the actions we undertake, we do not receive answers from [Dacyon] and we are now desperate to let her step down from her office,” she said.
Randal Kevin Lumiwes, head of the Criminology Students organization, stressed that the college still has to see improvements despite the six years administration of Dacyon.
Dacyon was installed as president in 2005.
“This is the reason why we have raised our concerns to the community and ask [them] to support our cause. We are discontented. We have pleaded but despite our pleas, we do not see the administration attending to our needs,” Lumiwes said.
Dacyon said, however, that she will address the complaints in a proper forum, stressing she is still allowed due process.
The embattled president said all the issues raised against her are politically motivated, as she tagged Representative Max Dalog as one of those who are after her neck.
“I tried talking to you [students and the community members] during the July 1 protest rally but I was prevented because there was an imminent danger on my life,” Dacyon said.
“I may be a person who has many limitations and weaknesses but always open for feedback and improvement,” she added.
But the students and faculty members denied Dacyon’s allegations that she resigned because of escalating violence and a threat on her life.
“To clear the issue, there was no imminent threat on the president’s life. No weapon was used, no guards and students were harmed during the protests…All students who are in the protest agreed to let the president [make] a graceful exit where she is fully secured and the students immediately left the premises upon the signing of resignation letter,” Bilalat said.
“We did not threaten her to resign. She had two options: whether or not to resign. She chose to resign… It was the students who were threatened. In fact, students received a threat message from an unknown [cellphone] number. Considering the unknown number texted all of us, where did they get all our cellphone numbers,” she added.
Bilalat said the protest will continue now that Dacyon was reinstated by the board of trustees, which also resolved for the “temporary transfer of the Office of the President and its support operation to Tadian campus and assign a vice-president in the Bontoc campus” and “to allow security detail to Dr. Dacyon of her own choice and appropriate funds for this purpose.”
“We will also take legal actions,” said Sokoken.
Another protest action will take place in Bontoc on Saturday, said the group.
Unconfirmed reports say another protest will take place in Manila in front of the Commission on Higher Education office.
