Unemployed Filipinos lower this year: Statistics office

CONTRARY to results of a recent private polling firm, there are few jobless Filipinos compared to last year based on the latest Labor Force Survey (LFS) of the National Statistics Office (NSO).
Based on the April 2011 LFS, there is a lower percentage of unemployed Filipinos this year compared to the same period last year.
“A total of 2.9 million persons were unemployed in April 2011, placing the unemployment rate at 7.2 percent, down from 8.0 percent recorded last year of the same period,” said the survey.

Comparatively, more than three million Filipinos were without jobs as of April 2010.
This, despite the increase in the number of individuals included in the country’s labor force with approximately 39.7 million this year compared to only 38.5 million last year.
The survey of the NSO involved a sample size of approximately 50,000 households and is considered by the Department of Labor and Employment (Dole) as the official source of their employment statistics.
The results run in contrary to results of the recent Social Weather Stations (SWS) study, wherein the unemployment rate rose to 27.2 percent in March 2011 compared to the 23.5 percent unemployment rate in November 2010.
This means that an estimated 11.3 million Filipinos were out of work in March this year compared to the 9.9 million unemployed Filipinos last November.
The SWS polls had included interviews with some 1,200 adults in Metro Manila, and the general regions of Luzon, Visayas, and Mindanao.
Meanwhile, the LFS reported that some 37 million Filipinos (92.8 percent) are currently employed as of April 2011.
The figure is higher than the over 35 million (92 percent) that have regular jobs during the same period last year.
The regions that posted high employment rates in April 2011 were Zamboanga Peninsula at 96.8 percent; Cagayan Valley, 96.7 percent; Autonomous Region in Muslim Mindanao (Armm), 96.3 percent; and Mimaropa, Northern Mindanao, Davao Region, and Soccsksargen, each registering a rate of 96 percent.
The highly-populated National Capital Region registered the lowest employment rate of 88.4 percent.
Meanwhile, over 300,000 Filipino workers joined the list of underemployed, or those who toiled more hours to earn higher income in April compared to the same month last year, despite a decline in joblessness.
In a report by NSO, the country’s underemployed people reached 7.1 million or 19.4 percent in April from 6.8 million or 17.8 percent last year.
The government said around six in 10 underemployed Filipinos were working less than 40 hours during the week while those working for 40 hours or more accounted for 38.2 percent of the total underemployed.
Workers in the agriculture and services sector comprise over 80 percent of the total underemployed, while the rest belonged to the industry segment of the economy.
In the same report, the government said 2.91 million have no jobs two months ago compared to 3.1 million the previous year.
Of this number, half of the unemployed were in the age bracket of 15 to 24 years. There were more unemployed males (64 percent of all unemployed) than females (36 percent).
“It is possible that there were fewer college graduates and hence fewer applicants. Hence, the unemployment rate was low even if jobs did not increase tremendously,” University of Asia and the Pacific (UA&P) senior economist Cid Terrosa told Sun.Star.
Earlier, Terrosa opined that the jobless rate will hit 7.5 percent last April due to the entry of over 400,000 college graduates into the market and overseas Filipino workers who were sidelined by political tensions in the Middle East.
Militant group Bagong Alyansang Makabayan (Bayan), meanwhile, said the government is underestimating the jobs problem.
“It is strange that April figures were down considering that new graduates entered the labor force. We remain sceptical, considering the government’s main employment generation program is focused on temporary employment in infrastructure,” Bayan secretary-general Renato Reyes Jr. said in a text message.
