Vice guv: Somebody liable for failed provincial project

CITY OF SAN FERNANDO — Vice Governor Joseller Guiao on Monday said people responsible in the failed provincial project should be held responsible.
Guiao was referring to the failed P50-million Provincial Geographic Information Service (PGIS) — a build-operate-transfer (BOT) project — which was inked by the Provincial Government with Geodata during the time of former Governor Mark Lapid.
“It is not operational, we did not benefit in any way from the Geodata project, so somebody should be held responsible for it,” Guiao said.
The PGIS project emanated from Geodata’s “unsolicited proposal” dated March 2, 2005. The then Bids and Awards Committee awarded the project to Geodata after no other party joined the bidding.
“That is exactly what I am asking. How did that happen? I was outvoted during the discussions then. I made sure that the board then was aware that the whole project was detrimental to the provincial government. True enough, so many years have passed and after paying the amount of P49 million of a P50-million contract, not a bit of return to the Provincial Government could be seen,” Guiao said.
“What is odd about this is that the people who are endorsed the project are silent right now and they could not answer the questions as to why the payments have been released when the contract says it is supposed to be progress billing,” Guiao added.
An insider (who requested not be named) privy to the Geodata project claimed that the very people who endorsed the project are still at the Capitol and have reportedly been “booting out” most of Governor Lilia Pineda’s proposed projects.
“The integrity and consistency of the Provincial Government is at stake. When you talk of good governance, not a single centavo should be wasted. The P50 million could have been spent for basic services our governor is pursuing right now. But what happened with the Geodata project is, not one of my staff in this department has been trained and remains insufficient in computer literacy and the PGIS, which they proposed and paid for. Besides, all the equipment is now obsolete and many provisions in the contract have not been fulfilled, like training and the actual implementation of the system at the Capitol and in pilot areas like Lubao and Mabalacat,” the insider noted.
The Capitol source said the Geodata MIS-GIS solutions is divided into three tranches, with the treasury operation system and geoanalyst for real property worth P15 million; administrative and office automation, P7.7 million; training, P1.4 million; ICT services, P10.6 million; tax map digitization, P2.0 million; and hardware, P13.2 million.
On March 2007, a total of P42.4 million has been reportedly “delivered” and collections made for the first tranche at P25 million; the second tranche at P17.4 million and the third tranche at P12.5 million. The BOT agreement was signed on January 25, 2005 after the then Provincial Board approved it through Resolution No. 351 on October 10, 2005.
Guiao stressed that people responsible for the Geodata scam must be made to answer, as the PB on Monday approved a resolution seeking to transfer some of the officials involved elsewhere for “loss of confidence.”
Guiao added that the court case filed by former Provincial Administrator Vivian Dabu against Geodata should also be pursued.
During the board’s session on Monday, another Geographic Information Service “Amellar Solutions” presentation was made by Certeza InfoSys, led by its executives Manny Abunda and Cris Tagle, during the session.
Certeza’s offer, its executives said, was not considered during the PGIS “bidding” because it could not match Geodata’s BOT scheme.
They however said the “Amellar solutions” is far more advanced and efficient at just half the cost of the Geodata PGIS. (Jovi T. De Leon)
