Youth seen as ‘water guardians’

CITY OF SAN FERNANDO — Adrian Pineda, Maria Patricia de la Vega and 48 other student leaders in this city sat attentively in short lectures organized by the City of San Fernando Water District (CSFWD) in observance of World Water Day on Monday.
But silence was not theirs during the open forum.
“What specific actions can we do to conserve water?” asked Pineda, a graduating student of the Information and Communications Technology High School, which is run by the City Government and the Department of Education in Barangay Sindalan here.
De la Vega, of the Lyndale Academy, fielded a question on laws against wasting water.
More questions came the way of Mario Sandoval, a hydro-geologist. Never lacking in answers, especially on doable conservation measures like harvesting rain water, Sandoval ended his session with one appeal.
“You, the youth, should be our water guardians. Can you be these?” said Sandoval. The students replied with a loud “yes”.
In his inspirational message, Mayor Oscar Rodriguez told youth leaders that all efforts of the City Government and the Multi-Sectoral Governance Council to make the City of San Fernando a “habitat for human excellence” by 2030 include environmental protection.
“It is part of our many important advocacies,” the mayor said, adding: “We hope you become part of this advocacy. We hope you gain from the benefits of making San Fernando a better place to live in.”
Rodriguez reported a plan to tap Japan’s Official Development Aid (ODA) for wastewater treatment. The Sagip Ilog project, jointly done by Japan’s ODA and local city funds, is 87-percent complete.
Done mainly to ease floods, the rehabilitation of the San Fernando River aims to provide a leisure park along the embankments, rowing area and fishing grounds.
Jorge Gumba, CSFWD manager, said conservation efforts at the levels of households, industrial and commercial establishments should be done seriously because, according to a study, groundwater depletion in the city average at a minimum of one meter every year.
At daytime, San Fernando’s population of 300,000 grows to over one million as it hosts more than 60 banks, two big shopping malls, not less than 10,000 business establishments, dozens of industries and the regional government center in Central Luzon.
Engr. Ruben Sy, chair of the CSFWD board, has urged village officials and private sector leaders to combine efforts to help ensure a stable supply of water for San Fernando, Central Luzon’s premier city.
“Water is not a limitless resource. As the CSFWD tries to manage this resource, we urge partners and consumers to conserve to meet long-term development of the city,” said Sy.
